Presentation Summary - "A Leaner Approach to Policing"

In this presentation, Randy Russell will go over the Jacksonville Sheriff’s Office’s (JSO) first-of-its-kind deployment of Lean in a large metropolitan law enforcement agency. Randy will outline the hows and whys of JSO selecting Lean to transform its agency, as well as detailing the profound effects Continuous Improvement and Lean had on JSO’s people, processes, and things. Lastly, Randy will explain some of the lessons learned along the way and how and why Lean will change policing as we know it, concluding with ways in which you can help those who help others.

Biography

Lt. Randy Russell recently retired as a 21-year veteran of the Jacksonville (FL) Sheriff's Office (JSO), where from 2005-2008 he served as the Commanding Officer of Continuous Improvement. In this first-of-its-kind role, he championed the strategy development and deployment of Lean and Continuous Improvement throughout the 3,200-employee JSO organization, which serves 1 million people in the largest land area (840 sq. mi) of any city in the continental U.S.

Mr. Russell is the immediate past Chairman of the Jacksonville Lean Consortium (JLC). The JLC is a large and growing non-profit organization of 47 business and government organizations using their combined resources to enhance operational excellence, member performance, and goodwill through the sharing of Lean tools and strategies, best practices, and lessons learned.

Before this, Lt. Russell was the Lead Planner for Super Bowl XXXIX, coordinating the security efforts of 53 separate federal, state, and local partner agencies. Before the Super Bowl, he led several successful operational commands and enterprise wide initiatives for the JSO.

Mr. Russell earned an MBA from the University of Florida, Warrington College of Business, Gainesville, FL; where he was elected by the graduating class to give the commencement address. He earned a BS in Criminal Justice from Charter Oak State College, New Britain, CT. Randy holds a variety of Lean certifications from the Jacksonville Lean Consortium, and has personally led numerous improvement events, saving many millions of dollars, thousands of labor hours, as well as millions of feet of foot and thousands of miles of vehicle travel. Randy also holds several FAA ratings as a flight instructor and pilot.

Mr. Russell is the CEO and founder of the management consulting company, Hyperformance Enterprises, LLC.
